Annual reports of the chancellor of justice
Under the Constitution, the Chancellor of Justice must submit an annual report on the activities and observations on compliance with the law to Parliament and the Government.
In Parliament, the annual report is considered by the Constitutional Law Committee. The Committee issues its report on the annual report, which is considered by Parliament in its plenary session.
The annual report presents the principal areas of operation of the Chancellor of Justice, observations made during the year and matters that led to measures.
Annual report for 2025
The Chancellor of Justice, Janne Salminen addresses quality of legislation and the judicial framework of bill drafting in his statement. According to him, directing preparation of legislation is one of the most important task areas of the Government from the perspective of parliamentarism. The Chancellor of Justice encourages ministries to develop their own internal quality control functions in legislative work.

This oversight is based on respect for the independence of the courts. Legality oversight of courts is mainly about overseeing procedural legal protection.
